How to cap the Borough tax in NEO for end of year tax report

Hello, we are in the state of Alaska where the borough tax is 3%, however the tax is capped at $500 and up sale. We would like to be able to do an end of year sale tax report but can't because the program only adds the 3% and we can't manually change the tax if the purchase over $500 so we can't get an accurate tax report.
