Remove invoice items without voiding consultation

The ability to correct/alter all consultations, no date limit - to be able to remove invoice items without voiding the entire consultation and losing the notes.
Ex: Pharmacy requests - if the owner doesn't pick up the medications for one reason or another and its been over 45 days we lose the request and communication notes when trying to remove the invoice item.
