Add user permission that prevents a user from scheduling on a blocked time slot.

Please create a user permission that would allow us to prevent a particular user from being able to schedule an appointment on a blocked time or on top of an already booked appointment in the same column.

    PLEASE update this! If it is blocked nothing should be allowed to be scheduled there!!! I have double booking happening when I have no techs!!! Please fix this!
