Integrate Televet/Otto payment method into Neo

Televet payments are currently unable to integrate with Neo as a payment method, therefore, payments through Televet have to be inputted manually. Integrating this as a payment method will save time and payments will not be missed.

    I did not mention that this method uses stripe payment
