More attention grabbing banner for draft invoices

It is too easy to accidently check out a patient who still has an open invoice. Changing the banner that alerts that there is a draft invoice to a bright yellow color (or some other attention grabbing color) and adding an alert that notifies you if you try to check out a patient with a draft invoice would be great. The current banner color for the draft invoice banner makes it too easy to ignore.

    Give option for colors on the banner, sometimes when invoicing people miss that there is already a consult started. The current pale yellow blends in.
