Add "Prescription Refill <Request>" tab in TASKS next to RESULTS and CALLBACKS

Oriented towards prescribing doctors; an immediate presentation of client specific refill requests-real time. NEO thus far fails to provide an effective mechanism for doctors to quickly review and approve/decline meds on request from clients. By adding this feature (and the "convert to consultation" key, many steps in the prescription refill process can be iliminated both by reception and technician teams.
