Allow system to automatically update provider when none was selected initially.

Allow system to give the same message for changing providers when you have forgotten to select a provider (ie; provider still says "select a provider"). Should give the same message "A new provider has been selected. Do you want to apply this provider to any line items associated to the previously selected provider?". This issue applies to consultations/invoices and estimates.
