Edit fields in the Rabies Vaccines and Tags Report

We'd like to be able to edit the Rabies Report so we can remove information that doesn't need to be included and add information that is needed - for us it's a new field that shows the clients' locality. This would make it significantly faster and easier for us to complete and send over to the appropriate party.
