Clients/Patients: Keep the original ID when moving the patient (for auditing purposes)

For auditing purposes, we'd like to have the patient ID stay static when the patient is moved from one owner to another.


When we are under audit, bringing up a patient file and having to trace it back through the previous patient ID is not good auditing on the patient file if the patient ID changes every time the patient is moved.
