To explain from my clinic's point of view:
Veterinarians and Vet techs should be allowed to create and edit procedure templates. These are our only way to make "canned estimates" and save readymade procedure notes.
However, it is not appropriate to give them full Branch Manager permissions: Rostering, editing User Management, bulk item changes.
