Vaccines: Display county information on rabies tag window

We commonly go to close a consultation and it brings up the rabies tag information window. Unfortunately, in Georgia, each county has a different way of doing things and in order to know what to do we need to close that window, look up the county, and reopen the certificate to enter it.

A button for printing the rabies certificate there would also be useful or, automatically loading the certificate to be printed after saving the vaccine info, like it does with lab orders.
