Patients: Make breed a restricted list dropdown Merged

Breed is used when ordering diagnostics and must match a known breed. It also is essential if searching for a all of a particular breed. example is people may enter Shih Tzu, Shihtzu, Shitzu or any of a number of other spellings. Standardizing the breed list to the American kennel club list of breeds (or some other list) would stop this data mismatch error from occurring
