Consultation: Add a procedure template to closed consultation

It is difficult to fill notes if someone else (receptionists) are in the patient's file doing their stuff. If we write the consult notes at that time, there is problem of overwriting or it doesn't get saved. Please make procedure templates available so we can add the text from procedure templates easily in consultation notes.

    Why are consultations a completely different UI from the patient screen (no buttons for callbacks, etc) and also different when closed or open?

    This makes completing files at the end of the day difficult.
