This is is huge for us as well. Seems like most want this improvement. Very frustrating to scroll up to search or change tabs.
Yes, the tool bar needs to always be in view while working in Neo.
Very annoying to have to scroll to the top all the time. Pin the toolbar to be visible at all times and have a floating Boarding/ Schedule button to switch between them from any part of the page.

This would be awesome to have the toolbar stationary so you can quickly click patient/home/consultations without having to scroll all the back back to the top.
