To purge duplicate charts, or ones that where put in and never came.
We need to have a way to periodically "clean up our voter roles". I mean, I know there are clients from 2011 still on our system. We deactivate them as we find them, but the previous manager didn't pay any attention. We don't need the garbage out there and whomever is storing all the data doesn't need to store garbage.
