Appointments: Display scheduled time or next time in "to" time drop-down list to avoid scrolling

When scheduling more than one appointment time slot for an appointment, the "to" time defaults to the first morning appointment time instead of the next time slot after the scheduled time. For example: Schedule appointment at 1:00 pm and the "to" time defaults to show 8:00 am in the drop-down list.
