Email: Send forms as attachment when email (instead of in the body of the email)

When an email is sent to a client (lets say a vaccine certificate), is there a way to make it send as an attachment rather than just in the normal body in the email?

    Bulk emailing is also a must to implement, as we are currently sending about 5 to 10 emails to one client to give him information, which is too many.
