Procedure Templates: Show items with quantity to zero (without having to enter zero)

When procedure templates are created if they have a 0 in the quantity they won't show up automatically in the consultation when they're added. They'll show a blank quantity when attempting to add to the consultation. The request is so that if a line is added to the procedure template with a quantity of 0.00 that it shows up without having to manually enter the 0.
