Would like SMS to not be sent if the cellular phone number is not entered or if they user could unsubscribe from SMS.

Recently, mobile carriers made significant changes to the SMS/MMS text messaging regulations as granted by the FCC. These changes aim to decrease the number of spam messages sent by fraudsters. As a result, all RingCentral customers in US and Canada should expect the following impacts:

Additional charges for higher SMS/MMS usage:
Carriers apply different surcharges depending on message type (SMS/MMS) and direction (sent/received).
Thus, RingCentral provides a certain number of messages in our plans to cover the per-message carrier surcharge.
