Diagnostics: Manage VC+ Associated Accounts (depends on VC+ enhancing the API to tell when there are Parent/Child relationships)

To avoid the setup problem of the user entering credentials for a child account before the parent account, as this causes the child account to not send result data to Neo. There has been talk that the VC+ API should detent an Associated Accounts scenario the moment an Account is authenticated in the Neo - VC+ integration.
